This Request for Information (“RFI”) is issued by the Halifax Regional Water Commission (“Halifax Water”) to obtain non-binding market feedback from industry participants regarding the planned Mill Cove Wastewater Treatment Facility Expansion and Upgrade Project. Halifax Water is a municipally owned utility responsible for providing safe, reliable, and sustainable drinking water, wastewater, and stormwater services to residents and businesses throughout the Halifax Regional Municipality (HRM), Nova Scotia. Halifax Water owns and operates critical infrastructure that supports public health, environmental protection, community well-being, and regional growth. Through ongoing investment in infrastructure renewal and capital projects, Halifax Water is committed to delivering high-quality services while ensuring the long-term sustainability and resilience of its utility systems. The purpose of this RFI is to support Halifax Water’s evaluation and refinement of potential project delivery and procurement models for this complex brownfield infrastructure project. Responses will be used on a non-exclusive and non-evaluative basis. Halifax Water has undertaken preliminary analysis, including an independent assessment of delivery models, and is seeking industry input to validate assumptions, test market appetite, and identify key considerations prior to initiating a formal procurement process. Through this market sounding exercise, Halifax Water intends to: • Obtain industry feedback on collaborative and alternative delivery models; • Validate market capacity, interest, and constraints; • Identify key commercial, contractual, scheduling, and risk considerations; and • Inform the development of a future procurement strategy and potential subsequent competitive procurement process.
