This Request for Quotations (the “RFQ”) is an invitation by Halifax Regional Water Commission (“Halifax Water”) to prospective respondents to submit quotations for Q165.2026 - Portland Estates & Eisener Blvd Meter Chamber installs, as further described in Section A of the RFQ Particulars (Appendix B) (the “Deliverables”). Halifax Water is a municipally owned utility responsible for delivering water, wastewater, and stormwater services to residents of the Halifax Regional Municipality. Operating on a cost-of-service basis, Halifax Water is committed to providing high-quality, sustainable water services while protecting public health and the environment. Halifax Water is seeking qualified contractors to undertake infrastructure upgrades at two locations: 35 Eisener Blvd and 4 Portland Estates Blvd. The contractor will be responsible for obtaining all necessary permits and performing excavation to expose the existing 10” water main at Portland Estates Blvd and the 12” water main at Eisener Blvd. Pipe sections will be cut and removed to accommodate the installation of precast manhole chambers and meters—specifically, a 10” meter at Portland Estates Blvd and a 12” meter at Eisener Blvd. The contractor must supply and install all additional hardware required for reinstatement, including risers, manhole covers, and any necessary adjustments to meet HRM specifications. Two 50mm conduits for power and communications must be trenched and installed from each chamber to the nearest utility pole, ensuring proper placement and accessibility. Each meter installation will require a single 8 to 10-hour shutdown, and the contractor must coordinate with Halifax Water operations and affected customers to minimize service disruption. Halifax Water will supply the meters, chambers, and adapter fittings, while the contractor will provide pipe, dressers, and all other required fittings and materials, and is responsible for picking up supplied items from the Halifax Water Facility. All disturbed areas, including asphalt, concrete, and landscaping, must be reinstated to HRM standards, and traffic control must be provided for all shutdowns and work areas related to the project. |
