This Request for Quotations (the “RFQ”) is an invitation by the Halifax Regional Water
Commission (“Halifax Water”) to prospective respondents to submit quotations for Q64.2026 –
Lakeside/Timberlea WWTF – Rotating Biological Contactor Repair and Refit, as further
described in Section A of the RFQ Particulars (Appendix B) (the “Deliverables”).
Halifax Water is seeking qualified vendors to supply a quote for repairs related to a broken
Rotating Biological Contactor (RBC). The existing RBC media will need to be removed, cleaned
and installed on a new shaft. The old shaft will need to be removed from service, cleaned and
sent to a local fabricator for inspection and repairs. The project will require the use of a lifting
crane. Landscaping reinstatement is included to repair the damaged lawn areas.
The Lakeside/Timberlea WWTF treats the combined wastewater from the communities of
Lakeside and Timberlea. The treatment process uses eight individual RBC units. One of the
units has failed and needs to be removed from service. A new shaft is being fabricated at a local
fabricator and will be available for pickup at QBC Coatings at 21 Orion Court, Dartmouth, NS.
The successful contractor will be responsible for:
• Coordination and payment of the transport of the new shaft to the WWTF from the
fabricator. Contractor to allow for transport from the Woodside, NS area. The
transportation distance between the fabrication shop and WWTF is 30 km +/-;
• Removal of the existing RBC shaft and media assembly from RBC unit #1;
• Removal of the existing RBC media and full cleaning of the media for install onto a new
shaft;
• Cleaning of the entire existing RBC shaft suitable for inspection and repair;
• Reinstallation of the old media onto the new RBC shaft;
• Installation of the new RBC media/shaft assembly;
• Reconnection of drive and idle end bearing and related equipment to put unit back into
service;
• Commissioning and testing assistance of the new RBC shaft assembly;
• Installation of the RBC covers and end caps;
• Coordination and payment of the transport of the old shaft from the WWTF to the
fabricator. The transportation distance between the fabrication shop at 760 Pleasant
Street, Dartmouth, NS and the WWTF is approximately 30 km; and
• Landscaping reinstatement
