Proponents intending to submit a Proposal for this competition shall contact the Procurement Officer, at procurement@halifaxwater.ca, to request the Non-Disclosure Agreement (NDA). Upon receipt of the Proponent-signed NDA, the Procurement Officer will grant the Proponent access to the designated solicitation documents. This Request for Proposals (the “RFP”) is an invitation by the Halifax Regional Water Commission (“Halifax Water”) to prospective proponents to submit proposals for Melville Cove Pump Station (PS) Upgrades, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). Halifax Water offers three core services to our customers: water service, wastewater service, and stormwater service. Some customers receive all three services, some receive two and some only one service. Between 2019 and 2049, Halifax Water plans to invest about $4 billion to upgrade infrastructure to ensure the continued delivery of high-quality water, wastewater, and stormwater services to benefit our customers and the environment. The Melville Cove Pump Station requires Mechanical and Electrical upgrades. Most of the mechanical and electrical equipment at this station has reached the end of its useful life and requires replacement. It was noted that there have been odour problems at this station. The ventilation at this station is poor and requires an upgrade. Access to the dry-well at this station presents challenges due to its confined space classification, and mitigation strategies are required to facilitate access without the need for confined space entry procedures. |
