Proponents intending to submit a Proposal for this competition shall contact the Procurement Officer, at procurement@halifaxwater.ca, to request the Non-Disclosure Agreement (NDA). Upon receipt of the Proponent-signed NDA, the Procurement Officer will grant the Proponent access to the designated solicitation documents.

This Request for Proposals (the “RFP”) is an invitation by the Halifax Regional Water Commission (“Halifax Water”) to prospective proponents to submit proposals for RFP02.2026 Pockwock Transmission Main Condition Assessment, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

Halifax Water is soliciting the condition assessment of 11.5km of Prestressed Concrete Cylinder Pipe (PCCP) transmission main from the JD Kline Water Supply Plant to Hammonds Plains Rd, originally installed in 1976 & 1977 in Halifax Nova Scotia. Halifax Water is seeking a qualified entity to conduct the assessment and to create a report detailing the condition of the transmission main. Given the importance of the transmission main for day-to-day operations, the condition assessment should be carried out so that the transmission main remains in service.

Proponent are encouraged to attend an optional site visit to prepare cost and schedule estimate for the scope of work
