Effective Jan 1, 2026, all public Invitations to tender, requests for quotation and requests for proposals for the Halifax Water will be posted on the bids&tenders™ website.
Vendor Registration
If you are not a current subscriber to bids&tenders™, you will need to subscribe as a vendor to receive notice of bid opportunities and submit bids to Halifax Water.
Vendor accounts should be created using the vendor’s complete legal name.
If you do not already have a bids&tenders™ account, you can create one here. Bidders are solely responsible for ensuring their vendor account information is kept current.
After creating a vendor account with bids&tenders™, bidders may select commodity codes for the goods and services they are interested in supplying to Halifax Water, and the bidding system will notify them by email when bid opportunities match their selection(s).

Applicable Legislation
Halifax Water is subject to the Nova Scotia Public Procurement Act and the following Trade Agreements:
- Canadian Free Trade Agreement (CFTA)
- Canada-European Union Comprehensive Economic and Trade Agreement (CETA)
Notices for public invitations to tender, requests for quotation and requests for proposal with an estimated value exceeding applicable Trade Agreement thresholds are also posted on the Nova Scotia Public Tenders website.
Tariff Response
In recognition of tariffs imposed upon Canadian businesses by the US government, Halifax Water solicitations include, as part of the evaluation, the country in which services suppliers are based and/or the evaluation of the country of origin for goods and construction materials.
When soliciting for goods or construction, HALIFAX WATER defines the country of origin as the country in which:
a) the last substantial transformation of the goods or materials occurred
and
b) at least 51% of the total direct costs of producing or manufacturing the goods or materials have been incurred
When soliciting for services, HALIFAX WATER defines a US company as follows:
a) A U.S. supplier is a company whose headquarters is in the U.S. and has at least 70 per cent of its employees there at the time of the bid submission.
b) Subsidiaries of U.S. companies can be considered Canadian for the purposes of this procurement if the subsidiary has permanent offices or production facilities in Canada and at least 70 per cent of the contracted work will be done by employees based in Canada.
Total Price submitted should be based on the tariff rates, duties, taxes and government charges and trade regulation in effect the date of the Supplier’s Submission. If at any time during the Fixed Price Period, any new tariffs, duties, taxes, or similar charges are imposed, or any existing tariffs, duties, taxes or charges are increased or modified by any government or regulatory authority (collectively, “Tariff Changes”), then, the Supplier shall provide Halifax Water and if applicable, the Contractor, justification for any request to increase the Total Price. Halifax Water reserves the right to review the justification and adjust the Total Price as necessary.

WCB and WCB Safety Certified
When required by the solicitation, WCB-eligible entities who bid on publicly tendered Halifax Water solicitations must be in good standing with the Nova Scotia Workers Compensation Board or WorkSafeNB at the time of bidding.
All contractors who bid on publicly tendered Halifax Water construction projects must be WCB Safety Certified or have an acceptable equivalent accreditation from another jurisdiction at the time of bidding.
Bid Security
When any form of security or bond is required by the solicitation, only verifiable electronic bonds (e-Bonds) will be accepted. Halifax Water does not accept bid or any other security in the form of certified cheques, irrevocable letter of credit or cash.
